File Locking on Windows Share

For some time I have been experiencing issues within Windows where a file will become locked by another process or user.  Now i have gone through the normal troubleshooting techniquies.  How they all have proved as failure.
1)Checked Opened Files - Not shown
2)Used 3rd Party Software for determining the files lock
3)Called Microsoft support.

Now this has been hapening on several servers.  We have terminal servers and Windows XP system access these file shares and using them.  This all started about 4 months ago, no new patches were deployed and no software was deployed.  This all started out of the blue.  I used FileMon from Microsoft to see why and where this was failing. It fails with an error code of Sharing Violation (Options: Open Access:0012019F).  The file types are various and include but not limited to Word, Excel, Access Database, and JPG Picture files.  We have Disabled EnableOplocks on  the servers which has helped a little bit and slowed down the locking.  But numerous files get locked and will not be cleared until reboot.  I have searched these solutions you have on this site and found nothing that could help.  I figured that if i explain my problem as best i can it would paint the picture better and far more clearly.  I have disabled the following services(anti-virus, backup software, quota software) with no effect on the problem.  The security permissions on the files are correct and i am attempting to resolve all these problems as a Administrator.Start Free Trial
